Incoming and Outgoing works.

Add the Level3 Gateway IP into the domain section under autoload_configs/acl.conf.xml

Create Level3 sip profile under sip_profiles/external/

Dialplan Settings - Level3 sends and receives in 10 digit format by default. Inbound dialplan settings (transfer to extension 102):
